Data Access Page - Intermittent Read Only

Access 2003 -- Data Access Page (DAP) on local intranet
The DAP works fine most of the time. Periodically, however, it becomes
Read Only for everybody. Is there a usual reason for this to happen?
Is this an LDB thing?
