    Runtime access Creation problems

I am running XP pro with office XP and I want to distribute a runtime version of access database for folks with no access. Purchased Developer and finally installed it as initally it threw up a flash screen and wouldn't go any further till I found a folder on the CD and installed from there. Now I have built the package but it wont install as I get the message "The Office System Pack cannot be installed on this system because it requires Windows NT 4.0 Service Pack 6 or later"... but I'm trying to install it on XP pro help.
Am I using the packaging system wrong or have I installed Developer incorrectly. either way I need some help so I know what to do
