not able to open control panel neither user account nor any other functions of it.

hey i am not able to access control panel as it is showing me the error "this operations has been cancelled due to restrictions in effects on this computer. please contact your service administrator" please help me for this as i am not able to access anything on my computer. everything is been stuck because of it.

If this is a company owned PC then you have been locked out of the control panel per your company's IT-Policies.

No one here will help you to hack/bypass such a situation.
