Shutdown and restart issue with Dell Inspiron 1300

Hello, I have notebook Dell Inspiron 1300 running Win XP and tried shutting it down/restarting it but it failed. Then there was nothing on my screen except my desktop background picture. No matter what I press I get no response (esc, ctrl+alt+del, alt+F4). The only way to shut it down is to press for a couple of seconds the power ON/OFF button.
This happens each time when I try to restart or shut down my notebook.
Actually the PC is with a newly formated HDD and OS reinstalled. The other part of the problem is the message I got: <Windows cannot find csrcs.exe Make sure you type the name correctly and than try again>
I already read that it might be a virus or smth and I'll try to resolve it but I am concern about not be able to shut it down. Any ideas and help are welcome.

Yes, csrcs.exe is a virus and should be removed. There are two this you can try.
    1. Avast
      • Go here and download the free home edition.
        Install it.
      • Follow these 5 steps to set up a boot scan.
      • Restart your computer and the scan should run first thing. This will take a while, so be patient. If it finds anything simply tell it to delete the file.
      • After the scan is finished your computer should boot normally. Avast has a full suite of real time protections tools included in the free version. It's only active for 30 days unless you register (which requires minimal name information), and it's yours for a year.
    2. CCleaner
      • Go here to download it.
      • Go to Registry, scan, and then fix.
