Error 339 with TABCTL32.OCX, VB6, Vista and Win 7.

I'm getting the error 339 for missing tabctl32.ocx when running my vb6 app in vista or windows 7. I've installed every SP6 update I can get for VB6. I'm using Install Shield 10 to make my install disc. In the system folder of the install disc, I'm still getting a version of tabctl32.ocx from year 2000 when the newer version should be 6.1.98.16 (3-24-09).

Is the problem that VB6 is telling install shield to use the older ocx or is install shield the problem ?
How do I fix it ?

you might want to run regsvr32 and make sure you are pointing / regestering the correct version of the ocx
run "regsvr32 \path\tabctl32. ocx"
