Error in installing the VB package in Win 2000

Sir,
I've created a VB application in Win XP & packaged. When I try to install it in system containing Win 2000, the following error shoing.
'Your System files are not updated. Setup will not continue. Click Yes to restart your system.'

Even after restarting the system also, the application is not installing.

What to do...?

Please help..

Think you need to install a service pack for windows 2000.
I have had the same problem.

But we have already installed Service Pack 4 for windows 2000.
