Help! If different software does not work good then that will change several things

How I am doing that the program will run a certain file (Exe) and if he open him then that she will be shut if not then she will develop him newly but will change before it somthink like if the software do '' error. exe '' in few mins or secs then the software will change in the text file somthink from 0 to 1, and open the exe file again so if this not success to run i mean again its open "error.exe" then it(or he) stop to try again just close

btw i know how to read and wirte so i need exmple like if error.exe open in few mins then its will do "it" and if its not success again its will be stop trying again...
