Well, I think it's extremely difficult to do it. I think you should start writing a functional design of the firewall. What should it do? Why should it do it? Next step is to write your technical design. How am I going to make it work? etc. etc. Then, if you have troubles, come back here and ask for help on a specific part of your project.
