File.GetLastWriteTime Method AND Daylight savings time

I get different results by 1 hour when I use this method depending on if I
have Daylight savings time on the computer turned on or off.

How can I programmaticall y get the "real" LastWriteTime that shows when I
look at the file with Explorer?
