What is difficult with developing implementation and support activities in the SDLC?

Hello all, I'm new here and not too sure if I posted in the right forum. I was reading into the SDLC and the last two activities of the SDLC seems straightforward but I'm sure there must be difficulties. In the text I was reading non are listed can anyone expand on what the difficulties may be.
