You could ask them it seems to be what they do.
I reckon you need to sit down and figure out what you want the site to do - pages, data, functions, interactions that sort of thing. then once you have that you;ll have an initial briefing document (well close enough). you could then publish that in the jobs section here and ask people to provide quotes for it detailing what service level you would get. this should give you a bunch of figures and service to pick from.
This is fairly standard business practice - ensure you ask people to PM you the quotes - keep the competition fair. If I were to do it, based on what you have given so far - a sample site. I would imaging something around £2,500 (GBP), that's a ball park, I can't do it as I'm employed not self-employed but I know someone who could for around that figure.
