Is it possible to create a frame inside a panel. Or a panel inside a panel.

Yes, the panel "inside" simply uses the other panel as its Parent object. Although, I'm not sure which package you're speaking of.

I know that this can be done in wxPython, and would assume it could in any other graphics package but can't say for sure.
