into executable windows files that can be distributed to anyone.

Does it have a good rep? Has it undergone scrutiny? I am always
cautious about installing unknown software lest it have spyware, etc.

Certainly it wouldn't be a spyware. AFAIK, Varun Shoor created the
PHPCompiler. Later few of other guys got permission from him and
started PHPBlender. Now, it seems to be further evolved to
PriadoBlender.
