form field blank on IE after BACK button?

Fellow coders; I am curious about a difference in behavior between
    Mozilla and MSIE.

    The scenario;

    1. a php form page is loaded on first hit with field values set to
various things including many empty strings.

    2. User fills out some fields but leaves blank one or more or
otherwise causes invalid input and database error.

    3. Form is submitted for processing. The ACTION is the same php
script. DB rejects input and a message is printed, bottom template
    shown and the script exits.

    4. User hits BACK button thus returning to the previous instance of
page. On MSIE, the fields just filled out are blank again. On
    Mozy, they remain filled out.

Notes; Same URL handles GET and POST. Header contains cache-control:
    no-cache' instruction.

What's going on here? Is this a new MSIE "feature"?

    URL http://www.pcfwalk.org/register/signup.php

Please overlook the messy formatting of the body part as it will be
the designers job to beautify all of this once the system is bug free
    (er, well... you know).

    Thanks
