I created a contact form on my website. while someone submit their message, my phone received their phone number and message. I want to do this without any cost. I searched on google but i can't get correct answer where i can get only payable sms gateways. But i want to sent sms to my number free using php mail function.

Why would you expect to send SMS messages to mobile phones free of charge? Even if you obtained an SMS modem to send your text messages under programmed control you would still have to arrange access to the cellphone network via a commercial service provider. I doubt very much that you will find this type of service free anywhere, which I'm sure is why you have not found free SMS gateways in your Google searches so far.
