Is wordpress can activate an alert based on stored procedure?

Dear friends,
I am using Wordpress 3.6 . I need to integrate an alert system(to send email notification) to users when a
preference value (Reach price of onion 40 $/kg). Is stored procedure can do any thing with it? Please
advise how it is feasible.

You need to have a crontab or windows task prom that runs your stored procedure and checks the value and then triggers the email alert.

Ok I understand your answer. But my doubt is , Is PHP can call a (using cron) stored procedure ? If call is it affect the mysql performance ? Please answer me.
