How to create a pop up that will appear on a third party website

I first want a pop up that will appear on a third party external website when someone goes to that URL, capture data in pop up form, save that to my database which can be exported as text or csv on my server and have a scheduler built into it that will allow me to turn it on and off by date and time. I want to be able to import multiple url's that the pop ups will rotate through according to my scheduler. I would also like to be able to either allow the surfer to either stay on their intended site or redirect them to another site. I would then also like to have it collect the ip address of those captured in the pop up and then if that IP comes back to that same URL the pop up will not appear. I would also want a filter where I can add ip addresses that I do not want the pop up to appear.
Does any body get something , this is whatis required , and i was blank at the point that how could i make my desired form based poup to appear on any other site , am confused , any help here gits, acoder, dormillich any oneeeeeeeeee?
    regards,

Check out 123ContactForm, their form building system can help with all of your tasks. Let me show you how.

The form you create with their WYSIWYG wizard is hosted on their server and you can publish it within a popup lightbox on your own page. After the form is filled in, you can choose to redirect the user. Submissions will be stored in a dedicated repository for your account, where you can access them or have data exported to CSV.

You can set the form to be active on a certain date and time interval, or until a certain number of submissions is gathered. IPs of submitters are stored automatically and you can put a limitation of 1 submission per IP (or any other amount you would like).

All these features are available in the free basic plan of 123ContactForm. I recommend them hands down, they are truly professionals and helped a bunch with all of my projects that included forms.
