Can't you just link directly to the pdf, and if the visitor has acrobat reader installed, they will be able to view the file. Alternatively, if it has to be in a webpage with other content, you could use frames.

just do this:

<a href="path/to/pdf/file.pdf">PDF Document</a>

not so hard now, was it?
