That would more likely be javascript, not php.

Would you consider using an ActiveX component within your web page.
This will work for any users viewing your page with Internet Explorer
( IE ) on a windows based machine. If ActiveX is acceptible for your
project our MetaDraw control offers both scrolling and zooming support
plus optionally you can allow things like drawing, and hotspots.
MetaDraw supports JPG, BMP, PNG, GIF, WMF and EMF images.
