Just a thought though - why don't your try sourceforge/freshmeat/google
    for PHP MySQL CMS????

Since you're looking for a free one, you can try a number out and see
    which suits your needs

There is no such thing as "best" content management software.
There are packages that were designed for very different needs.
What's your server load? Do you need support for multiple
contributors/editors/moderators? Do you want tiered access
for readers? Before you decide on these (and some other)
things, it makes no sense to even begin discussing particular
      applications...

      Cheers,
      NC

I would like to have features below

#1 chinese localization: (not just simply enable the big5), preferred.
        #2 mysql backend
#3 server load is very light, it is not a busy site, but we will be
        putting a lot of stuff
        #4 contributor/editors/writer features
#5 tiered access preferred but not required

        Please advise!

Looks like you need something in PHP-Nuke/PostNuke range:

With total disregard for any kind of safety measures nc@iname.com

What did anyone do to deserve those? The *Nuke family contains some
of the most godawful horrendous code I've ever laid eyes on.

            Personaly I'd recommend Mambo Siteserver
[http://www.mamboserver.com] over anything Nukelike any day.

I have to agree with you regarding the coding. I once tried writing a
module for PostNuke, but I just had to give up. Just couldn't stand the
              intricate, badly documented module system.

PHP-Nuke apparently has some serious security issues (I don't pay much
attention to it, so I wouldn't know if it's been fixed). PostNuke seems to
              have better security, though.

They're also extremely slow applications, when I was testing them on an old
233MhZ box, they often exceeded the runtime limit of 60 (!) seconds, which
              is outrageous.
