How to create links between keywords

Hello!
I would like to create links between the bibliographic files by the means of key words.For example, if the result of a search is :
Name = John Major
Function = former prime minister
Keywords = UK, Europe, politician
and if the user clicks on UK, it is lead to others files such as this one
Name = Queen Elizabeth
Function = current queen
Keywords = UK, monarchy, Windsor
But I can´t find what kind of php code I can use

Is this coming out of a database?

Just have the URL contain a query string with the keyword passed into it, and then perform a database search for entries that contain the keyword.
