how can use gd function library in a host

i nedd to graphic function(GD) but it's module didn't run on the host server
how can active it myself

You can't, as an ordinary user. Ask the host administrator.

What does 'my web' mean?

You can't change php.ini from within PHP (at least you shouldn't be able to).
