            If you like, but it's really pre-alpha stuff, and very specific to my
            needs. I don't even know if it would qualify as a 'CMS' - well, it does
            manage content, but it's not a pre-build, out-of-the-box solution.

            Now you're warned !-), you can find the beast here :
            Download ZenEngine for free. ZenEngine is a lightweight php CMS framework, mainly designed for homepages. It is actually based on XML/XSLT for content and the file system for navigation, but is largely customisable and could be used with an SQL database or whatsoever.


            NB : My answer was somewhat humoristic, as I mainly wanted to point that
            the concept of a 'best' anything does not make sense without a given
            context. 'The best CSM' *for me* is obviously the one I wrote since I
            made it to fit *my* needs !-), but this doesn't imply that it may be
            useful for anyone else.

                Invision Power Services (http://www.invisionpower.com), the people who
                make Invision Power Board (obv) have a great CMS thats on it's way - and
                from what I can see of it - I'll never be using anything else once I get
                my hands on a full copy.

                  This is like asking 'who makes the best car' or 'what is the best car'.

                  For me, the one I've made is the best. :) But I doubt you understand
                  norwegian that much. (I haven't bothered making it multilingual yet)
