Need help in multilanguage site

I am developing sites in php for last few month, i have good experience in php but not in multi language site. so i am going to develop first time multilangauge site. so plz guide me best way of multilangauge ,i want that admin install langauge pack file and its work, so can you guys gudie me about langauge pack file that how its works?
