How to connect to my Oracle DB through VPN Connection?

i have Oracle database on domain with ip:10.30.31.22
and i have vpn connection allow me to remote desktop the server.but i need to connect with my clinet (NAVICAT Oracle Software) through internet and vpn.

First of all , you are connecting to the system remotely or connecting to the domain through VPN. If your case is 2nd one then you can connect to the DB from your client,as you are already connected to your network
