problem installing oracle9i on windows2003

Hi gurus
I downloaded Oracle 9i created disk1 disk2 disk3 under the f: dir i.e.
where the windows2003 resides.

I unzipped the respective zips in the disk1 2 3 dirs.

when i click on setup nothing happens it just throws the white
intallation screen and does nothing when i select install.

i just installed windows2003 server about an hr back.

PLEASE PLEASE PLEASE can someone help me here.
