If you want to maximize your chances, first get certified in 8i, then
write the delta exam to get certified in 9i also (it's only one more
exam). You can become certified easily without buying any book or
taking any class. Just use the manuals in tahiti.oracle.c om (The
Concepts, backups and Administration manuals are probably enough).
Make sure to have Oracle at home to practice, and that should be
enough. Look also on www.oraclenotes.com for some hints about the
exams.
