Get the user logged on NT with a trigger in Oracle

Hi folks,

My case is I have a trigger that checks the time that the user is
trying to connect the db and depends on it, I reply to the user's email an
error and the user is not allowed to connect to it.... The user'smail is the
same as his/her login on NT!!!
