How to connect to Sim via Sim reader from C# application?

Hi guys,

I want to build an application in C# and connect to a mobile sim via "sim card reader". Then, from application, i can send/recieve SMS, sms only, have no any call.

So, do you have any solution for this?
Where can i buy "sim card reader" with API to programming?

Please help me.
