Satellite assemblies problem

Let's say I have several class libraries in the solution and I am referencing all of them in some WinForm application.
My goal is to have one single resx file to store all strings for that solution, all that in few languages.
I've created satellite assemblies for all languages under bin/Debug/ of that WinForm applications. (en-US, en-AU, etc).

What would be the best approach to do so?

I tried to create another project in the solution, just to store default resource file and used that namespace when creating satellite assemblies (resgen, al commands) but somehow I am unable to change the language.
Any ideas?

I personally have never got satellite assemblies to work properly (but then again I didn't really try because I was just playing around with the concept).
