Dynamically change the postion of Controls in the web part

I would like to change the position of the controls at runtime as per the wish of the user who is using the page as we see it in igoogle how should that be done with the help of webparts.
To be more specific about the question how to move the web part zone one right to left or vice verse or change from top to bottom?
