Cannot send email

I am able to receive email but not send. The error msg is as follows:
The connection to the server has failed.
Account: Windows Mail
Server: peoplescom.net
Protocol SMTP, Port:25
Sercure (SSL): No, Socket Error: 10061, Error number 0x8000CCC0E

You need to check with your ISP to find out on what port the SMTP server is
listening on which is normally TCP port 25. However, some ISP(s) change the
SMTP port from 25 to some other port to reduce SPAM being sent from its
network

The other thing you need to do is post to the appropriate forum as this is a
