Can u use works 6.1 and MS 2002 together?

I purchased new computer with Windows XP. Preinstalled with Works 6.1 and I
love an old program of MS Picture It from 2002. When I try to use Picture It
I get an error message. Is it because the two are not compatible? Anything
I can do?

You could try asking in a Windows suport group instead of a manged C++
programing group, for starters.
