Adding Web Reference - ERROR

Hi all...

Am trying to add a web ref to my c# proj.

I found that i cant add web reference if i am giving IP addresse/machine name instead of 'localhost' for the services in my system.
I turned my firewall protection 'OFF'. Still the problem is there.
