getHeaderByName(string,string,?)

hi,
i'd like know what means the 3rd param of
SoapENVELOPE.ge tHeaderByName(. ..,....,..)
the reference says that it's a boolean flag that means
accessAllHeader s.
What does it mean? maybe it means that we want return all header with
that name even if we (intermediate) aren't that role?
