How to Create Annotation toolbar on my Custom viewer/browser

Hi,
how can I create annotation toolbar using javascript/Ajax/Css?I am trying to create a toolbar with annotation kit(line,commen t box,circle) that we see on regular PDF Reader.Can anyone please help me out in getting started.
