How to display a message when rolling over select options in dropdown

I'm working with some dynamic pages and I want to implement an event that fires when I rollover the options in a Select control, I mean before of select the value, this is for displaying a description of comments while you are working with it.

For example... I have a dropdownlist (select) about Employee Area names, when I enter to the Dropdownlist and list (or display) all the options I can move the cursor (mouse) through and while I locate the pointer over one option I want to display a message (div or modal box) with the description of the Area without need to change the value of the list.

the most simple way would certainly be a tooltip (title attribute), but a mouseover should work too (I noticed that if you use modal windows, the select will not keep unfolded)
