XP Service Pack 2 corrects many security holes and flaws in Windows XP and it is strongly recommended that you apply this to your web server.

I'm sure that it is possible to install IIS on a machine without service pack 2 (as I used to run IIS on XP before it came out)

I still recommend installing Service Pack 2.
