Where can I buy a domain for my website and what are the payment schemes?

Where can I buy a domain and is it a one time pay or I have to pay on a regular basis again and again?

You pay on an ongoing basis though sometimes you can buy multiple years. I use GoDaddy.com for my purchases but you have to wade through all their advertising and promotion crap to get what you want. Once you're used to it, it's easy but ignore all the commercials.
