meta tag keyworrds

i have a question about meta keywords and seo
i am not really an expert in that area

we have a website that have 2 domain .de and .com
its the same site but different content
my question is :
is there a way to dynamic generate words to each domain and have the robots understand that?

or just simply put words in english and german in the same page

Not with HTML or CSS. You need a programming language.

i can insert either in javascript (DOM) or in php (it's a php page)

but i am not sure that the robots dont ignore this kind of thing.
do they?
