My advise is vist w3schools and learn basic Xhtml, and CSS. then you can dive in to any website GUI.

Examples of decent GUI's are dreamweaver, dreamweaver and er.... dreamweaver. But there are others... front pages, visual studio etc.

As for free hosting. yahoo used to do one called geocities. but there are many you can use.
