dBase V SQLDBS Error when trying to open SQL

I'm trying to use SQL within a dBase V Developer's Desktop window and I get the error:

"Unable to open SQLDBS in the SQL home directory"

The directory is defined and I have SQLHOME path set in my config.db. Any suggestions?
