This is db2exfmt. I don't know whether there is a similar tool for DB2
zOS. However the graphical explain shows very similar output and shoudl
be teh same across platforms.
Try Data Studio.

For DB2 for z/OS v7 and v8, the tool of choice is "DB2 Visual Explain".
For DB2 9 for z/OS there are 3 alternative offerings, one of them is indeed
Data Studio.
