Sample UDF "Counter" -471

I'm trying to invoke the IBM Sample UDF "Counter" in an z/OS DB/2 V7
WLM Driven Environment.

Query:
SELECT A,B,COUNTER() FROM TABLE;

Result -471

WLM Adress Space started corretly. Message DSNX962I appeared in the
System Log.

Any hints ?
