Why won't mouse and keyboard work even after resetting CMOS and the BIOS?

the mouse and keyboard will not work. im using PS2 keyboard and its not even lighting up after resetting everything. using windows xp SP3

What happens when Windows boots all the way? How did you reset the BIOS if the keyboard doesn't work?

The two times I've seen this without it being a hardware issue it has been either

1) there is been another set of IO device(s) that is overriding yours

2) there are alternate plugs with higher priority (do you have a USB keyboard?)
