what to do with "the specified file was not found"?

I had installation a soft of visual c++,but it doesn't work.when I double click visual c++,my computer tell me:The specified was not found.I don't know how to do to open it.

However it sounds like the software is either not actually on your computer or the link you are double clicking it pointing to the wrong place.
