Thread speed and cores hogging

When I start 12 threads simultanously in my core i5 750 system, all 4 cores are fully loaded 100%. Is it possible to bring it down? and also how do I control the execution speed of those threads?

Setting thread priority alone won't help much because even low priority thread will use 100% of cpu time if no other threads are active.
