keybd_event in windows CE

Dear all,

I have been a problem that I can not use keybd_event function to send charater to another window. for examble:
keybd_event(0x4 1,0,0,0);
keybd_event(0x4 1,0,KEYEVENTF_K EYUP,0);
But i can send the '1' charater by:
keybd_event(VK_ NUMPAD1,0,0,0);
keybd_event(VK_ NUMPAD1,0,KEYEV ENTF_KEYUP,0);
can you help me?
