what is use configuration file ?

i m working on web and console app.
then i find a configuration file.
i don't know how i find it.....
please tell me how to find it???

and how to use it on app setting .
and is it possible if v change the settings of ourfile.config file.
then it reflect all the setting of our project.
how????
