Is it possible to create Relationships in Microsoft Access versions prior to 2007?

Since MS Access is a relational database management system, the answer would really have to be "yes," wouldn't it?

Tools - Relationship then Right Click and click on Show Tables. Add the desired tables then establish the relationship by 'grabbing' a field from one table then moving it on top of a field in another table.
